Keystone XL has been stalled since March after a massive fire broke out in an underground storage facility.
But the fire, which has left tens of thousands homeless, has also exposed an underbelly of Canada’s oil industry, and has caused more than $30 billion in damages.
Keystones pipeline system is a critical lifeline for millions of workers, many of whom are union members, the Associated Press has reported.
